Question about a 'glitched' texture

In this level https://www.bopimo.com/levels/5832 there is a cube with a solid statics texture in the mail subarea. I was wondering how they did it because that could be cool to have in my levels.

It might just be something like the vines texture with a low pattern scale, ive seen a really scary glitched static texture in the desert turkey trials level that i think uses lava with a low pattern scale
