An easy way to solve this would be to not have levels with under 10 rankings. Not perfect, yes, but moderators for allowing levels to be in the daily clear selection seems a bit out of the scope now? Maybe not but still.

a couple rating-based solutions (what you mentioned + having to have the clears actually add up to a certian number of difficulty stars) have been proposed, but those would mostly just lead to levels getting rated artificially higher just so people have an advantage with their daily clears. the whole system just needs to be reworked honestly

I made a concept for a possible rework that i posted on the suggestions forum that it's also a major update to quests in general
